During the Russian Security Council, President Putin announced that martial law was introduced in the DNR, LNR, and Kherson and Zaporozhye regions of Russia. Heads of regions will be given additional powers to ensure security.

NOVO-OGARYOVO, October 19. /TASS/. Russian President Vladimir Putin has signed a decree on the introduction of martial law in four new regions of Russia.
“I have signed a decree on the introduction of martial law in these four constituent entities of Russia (the Donetsk People’s Republic, the Lugansk People’s Republic, the Zaporozhye and Kherson Regions — TASS). It will immediately be sent to the Federation Council for approval. The State Duma has been notified of this decision,” Putin said at a meeting of the Security Council on Wednesday held via video link.
The president noted that martial law had been in effect in these territories before they joined Russia. “Now we need to formalize this regime in the framework of the Russian legislation,” he explained, TASS reported
The Donetsk and Lugansk People’s Republics, as well as Kherson and Zaporozhye Regions, already had martial law in place when they became parts of Russia, Putin explained. So, the decision provides the legal basis for it to remain in place under Russian sovereignty, he said during a government meeting.
Putin also declared the need to change the state migration policy due to the changes taking place in the world.
Chairman of the Federation Council Valentina Matvienko, in her turn, said that the meeting of the Federation Council was held immediately after the meeting of President Vladimir Putin with the members of the Security Council.
The decision comes amid reports that Kiev’s regime troops are gearing up for a large-scale offensive against the capital of Kherson Region.
